Because IP PBX uses security connection (HTTPS); downloading files on Win XP is not supported.
All data of USB disk will be erased while resetting to the default setting.
When USB disk is inserted into IP PBX, its data will be stored on FTP server, and thus the data of USB disk will be emptied.
Check if the power adapter is properly connected.
If applicable, check if the PoE (Power over Ethernet) switch behind the IP phone is set correctly.
